In 1929, the then Central Political School in Nanjing established the Department of Public Finance in its undergraduate program. After the school was reestablished in Taiwan in 1954 and expanded in 1958, the Department of Taxation was set up at the request of the Ministry of Finance to cultivate specialized talents in public   finance and taxation. In 1963, to enhance the academic level of  public  financial research in the country, the school established the Institute of Public Finance, making the department a major center for the teaching and research of  public financial theory and practice in Taiwan.

Initially, the department adopted a grouped teaching approach, divided into three groups: Public Finance , Taxation, and Customs. This aimed to balance theoretical and practical teaching. With economic development and the needs of national construction, the cultivation of specialized talents in the utilization and management of public sector resources and public decision-making analysis became increasingly important. To adapt to the trends in finance, the department began enrolling two classes in 1990, and in 1994, the groups were reorganized into the Taxation, Public Financial Management, and Public Economics groups, with courses tailored to each group's future development to achieve academic specialization.

In the 1995 academic year, in line with the university law revision, the policy of merging departments and institutes was implemented, officially merging the Department of Taxation and the Institute of Public Finance into the Department of Public Finance. To further enhance the academic level of financial research and cultivate top financial professionals, a doctoral program was established in 1996, making it the only higher education institution in Taiwan offering a complete range of degrees in public finance (bachelor's, master's, and doctorate).
